In my listing I made  very clear I don’t ship over seas as I don’t want to deal with customs or extra fees. Or  getting blamed for something out my control   So I had one person is from peru.  Bid on it because I checked his  eBay  I’d and it said Peru. I voided that one using problem with buyers address  and now had bid on it using ship forward service. I voided that one  this now twice  I have stated I only ship i the United States

If the buyer is using a freight forwarder in the US, then you are shipping to the US.  
You may get lots of opinions on the freight forwarder issue.  For us, we have done it dozens of times over the years and never ever had a problem.  And, the buyer loses their buyer protection because the item is being re-shipped to their country.  Once you ship to the address on the order, your responsibility is done.  Not really understanding the issues that people are supposedly having.  All we ever see is people refusing to ship to a freight forwarder because they "have heard" they should not....

Most of the issues are with high-scam categories:

Electronics, video games, watches, Legos, designer stuff, collectibles, etc.

 

I ship to FF all the time, but I generally don't sell in those categories except for occasional one-offs, stuff I own and am getting rid of.

 

That said, I believe OP's items are prohibited per eBay policy, despite being sold as "collectible only." OP is risking their account.

There are many international buyers who use freight forwarding services in the US.

When you ship to one of those, you ARE shipping to the US.

You have no involvement in "customs or extra fees".  You would ship to the FF address exactly like you would ship to my address if I purchased from you.

A US address is not shipping overseas. Continue to cancel all those will get you restricted here.

I have never had a problem with forwarders. Never.

yea i have  a team. of. lawyers  and attorenys in my family that look into this stuff and if they thinks shady i go with their  opinon. i dont   think my grandfather who   federal judge.  will  steer me  wrong

Regardless of all this they don't make, control, or decide eBay policy which is that such items can't be sold here.

The buyer can file a complaint with their credit card company, bank or payment processor, which is entirely independent of any false promises eBay is giving you.

 

The first act of these buyers is intentional deception to bypass the seller's stated policy of not selling to people located outside the U.S.

That's true with any transaction it's not an additional issue with forwarding

You need to be more clear in your listings.

 

You need to state:

 

You do not sell to buyers located outside the U.S.

 

You do not sell to buyers located in U.S. Protectorates (optional).

 

You do not ship to addresses outside the U.S.

 

You do not ship to reshipping services regardless of their location,

 

Block all areas in your eBay settings / listing that you do not ship to.

 

Many of these reshipping services are located next to airports so checking the address may help you identify it as a reshipper. The most common clue is that the seller's eBay account is registered in another country and their shipping address is in the U.S.

 

As you specifically including all those terms in your listings the buyer does not have a binding sales contract with you as they are not even permitted to purchase your item under your terms. You now have grounds to have any negative feedback they leave for not shipping item removed. In all of my cases the feedback was removed. eBay and the buyer cannot force a sales contract on you.

 

Any of these buyers can file a complaint with their bank, credit card and payment processor that is entirely independent of any empty promises that eBay is giving you.

 

Ship the item only if you like playing Russian Roulette.

If they are using a forwarding service than you would be shipping within the US.  You would only need to show delivery to the US to win an item not received claim.
