Seller Provided Incorrect Tracking Number but probably never shipped the item, more problems too

I purchased an item for $394.49 from dall551 on Nov 25, 2020. They quickly charged me and provided a UPS tracking number but never delivered the package to UPS. Tried messaging them but they didn't respond to multiple requests. I opened a case with eBay for resolution.

 

Today, Dec 4, I get an email from eBay saying package was delivered. They give a USPS tracking number showing a package delivered, not to me, but in my town. Problems: the package related to the USPS tracking number was sent the day before I placed my order (how can this happen?).

 

I contacted USPS who said the package was not addressed to me nor shipped to my address. It was a different package to a different resident in my town but not  even on my street. 

 

eBay considers the product delivered and is closing the inquiry today if I don't click the correct button to keep it open. I tried to keep it open on the site, but it keeps saying "Oops. Technical error, try later."

 

Feedback has also been disabled for the transaction.

 

eBay has canceled all phone support, unless they have given you a 7-digit passcode and asked you to call them, so I cannot explain it to them.

 

Used the chat on the site and they said they can't intervene until next week, but the case will be closed today. (?)

 

Paypal says there's no record of the transaction, but my cc charge indicates it's from Paypal.

 

I simply want either the item I bought or a refund. I'll take either one. This all very strange. Any help would be appreciated.

Try have us call you thru the Help link. Right now it say 1 minute waiting time (can' t believe it)

 

Usually the best time is to call shotly after they open.

 

For the error,  try to use a different browser, and clean cache and cookies, this is often a source of various errors.

 

If you used your CC (via pp) file a dispute with them. This is the easiest way.

 

Make sure you file a dispute with one entity (e.g. ebay) at a time and if it is not resolved to your satisfaction, then with another, in other words, do not file multiple disputes at the same time.
