" I dont know what to do, i want claim the money back guarantee not sure how to go about and do it. "
You could click on "See Details" on the eBay Money Back Guarantee which is shown on the listing & then see "how to go about and do it".

You should have opened up a SNAD case in eBay. With that, the seller would have to pay return shipping, and even with a bad address you would get your money back. But like so many China sellers, they lie and simply say send it back and we'll exchange it or we'll send you another one. That SNAD case you can only open for 30 days from the last estimated delivery date in eBay (which is what the seller is hoping for, that you'll run out of time). If you ever get the part back, you might have to do the same in PayPal if you're past the 30 days, but you'll have to pay return shipping (it typically is not worth return shipping costs).
If you sent it with tracking, and it's within the 30 day limit for a case on eBay, I would open a SNAD case NOW and put in that tracking number showing that it is undeliverable as addressed. That should get you a refund. You might have to call eBay after you do that and "Ask eBay to step in". Good Luck

You don't say whether or not you opened a return request through eBay. If you did, you will have to call them and show them the tracking & have them process your refund.
