Return Request for No returns Listing

This is a strange problem, I am unsure what to do.  A buyer purchased an item that was very clearly described and photographed with "no Returns" listing.  He messaged me wanting to return the item for being "gold tone"-clearly described and "tapered" clearly described & photographed as graduated-buyer remorse-he didn't file NAD-but just didn't want (After he asked me to go down on price 20%-which I did).  ebay  closed case in my favor.  The next day buyer says he is sending it back anyway even though the return was declined.  So do I refuse delivery, report buyer to ebay?  Not sure how to handle this one.  Never had this happen.

If it is returned in the same condition as sold, I would refund the buyer less costs (PayPal, eBay, postage), and relist.

I would tell the buyer again that it can't be returned, so please don't send it back or it will be refused.

I did reorder the item and I do want it I press cancel by mistake is really like my second time doing this
