Resending item again

Hello i sold item last month i send item to another country at  7 .12 it arrived at this country customs at 8.3 so full 22 days!But this country customs rejected letter and send it back to my country at 8.4

So now my item is with me now and money of buyer is on my paypal.And because he didn't receive item he tells that i need to send item again or he will open case not for refund money but he will open case that way that i need to send item to him again ,i offered money refund but he doesn't want he wants item.

Ebay estimated delivery time was 8.2 so if i send him item again how many times i have before he can open a case or can he open a case after i sent him item again does new tracking code can protect me? What about old tracking code on old tracking on ebay it is still on the way but in reality item turned back to me and if i send him parcel again how to protect myself from losing both money and my item

Why the country custom rejected the item? Who is going to pay the shipping? Buyer is intent in getting item, but does not appear to understand the customs issue. If customs rejected once, most likely it could be rejected again. What is the item and what county is it going? That might give some idea.  

This is why I prefer using eBay's GPS program.

Ok item is golden watch ,but i pacaged watch inside aluminum box of body creame , country for delivery was france and by france law it is prohibited to import cosmetics so buyer thinks they rejected letter because during scanning they saw just box and the name of creame so they was thinking it is cosmetics and they rejected ,that is his opinion 

There is logic to it but i can't be 100 percent sure...

Hmm Items can be restricted to ship into other country's and most likly why this was rejected..

What was the item??

I would at this time refund them since you got the item back...  That being me....

Such would allow me to resale item< and they get their money back...

If their customs rejected the item once, what makes you think they won't reject it again.

Since you have the item back, I would just refund the buyer.

As i said i pacaged watch golden inside metallic body creame box and by french laws it is forbidden to import cosmetics so buyer thinks that they at customs thinks it is cosmetics and they turned it back
