Rejected/failed electronic post Royal mail return to sender from Ireland why?

I have recently sent  2 separate small envelopes to Ireland at different times. Every bit of information is correct according to Royal mails site and I have been doing this for several years without an issue. These 2 items have been returned to me with a sticker that was put on by Royal mail saying: "Return To Sender - Rejected/Failed electronic customs clearance." Has anyone any ideas what the issue may be? As I say everything is correct and present within RM list of what needs to be done and other items previous to these 2 have reached the buyers without a problem.

I have mailed to Ireland. I cannot understand why one buyer has a zip code and another buyer does not have a zip code to Ireland. It might have to do with zip codes.

 I used to mail packages to Ireland (from USA). Then about 1.5 years ago, they all started to be returned with the same sticker you got. No firther explanation, nothing. I did a lot of research, couldn't find an answer. You need to check the Ireland AnPost site not the Royal mail site. I found that there are nuances (e.g. a different number of digits for their TARIC code). Also, make sure you got that commodity you are shipping number right. When I mail to UK, I use a 6-digit commodity code, never had a problem. EU Countries require 10, Turkey 12.). Is your Ireland TAX ID correct? Also, the "new"  requirement is to describe the content in very specific terms, e.g. clothing would not be accepted, but Man's shirt is OK. Finally, make sure that all these numbers are in the proper boxes.
