recently purchased a knife. The seller had it listed with a 30 day return. Upon receiving and inspection it did not meet my expectations. I requested a refund. The seller gave me resistance and asked if I would accept a partial refund. I declined the offer. I repackaged the item and sent it back immediately. Now the seller is stating it was not received in the condition it was sent. (Which is complete nonsense). I was issued a partial refund. Please advise what my options are.

Open a request, since you have returned the item, you will need to enter the return tracking number.
You will probably need to be in contact with customer support to receive the balance of your payment.

Assuming that you followed procedure an returned the item with tracking, you shouldn't have any problem showing that the item was received by the seller. However, you should have requested a return using a not as described reason and the seller would have sent you a return label.
I am curious as to what you mean by "it did not meet my expectations. Was the item not as described or you simply didn't like it when you got to actually handle it and inspect it close up?

Perhaps you need to be a bit more selective in your choice of sellers and the specifics of the listing and that may reduce the need to retract too many bids.

A Top Rated Seller can do this, but the seller cannot give a partial refund to recoup costs (such as shipping, or a restocking fee) ... and the seller must document the condition deterioration.
If you disagree with the seller's assessment and the partial refund, you can appeal the decision with eBay. There should be something you can select in the return interface.
