So a customer decided to buy something from me and then find it somewhere cheaper and opened up a refund even though I hadn't shipped it yet. I told her if she had contacted me first then I could have easily canceled the order. But I went ahead and accepted the refund but soon realized ebay nor paypal will let me refund her. I have told her numerous times that I physically can't do anything about it and she would have to make a claim through ebay but she absolutely refuses to do anything about it and instead decides to send me threats via messages and has left me a bad review. I have contacted ebay about the situation at this point but I assume it'll take a few days to decide on what they're going to do. So any advice?

Why can't you refund them? What are you trying and are you getting some sort of error message?
When she 'opened a refund' what type of case was it? Was it a return? If so, you are given 2 options when you refund...return for refund or just refund. If you click on 'refund' they should be refunded. If that isn't working, you might not have enough funds. Since PP fees are non refundable, you will need to have enough money in there to refund for the full amount, including tax. eBay will compensate you later for the tax. If you don't have enough in your account, perhaps someone you know can 'send' money to your PP account as that is the fastest way to top off your account.
