Did you mean:

Refund

Buyer said the items he received are not working and he asked a refund without return. I said he need to return the items before he get the money. But he said I'm a scammer, it's wasting his time and money, threatened me with a bad review if I didn't give him a refund and finally he did that.

Do nothing until the buyer opens a case. Then have them return it for a full refund. Send them the shipping label and wait. If the buyer is not in your country, you will be required to send them the shipping money for the label since there is no way for a seller to purchase international postage.   No return, no refund. (That said, if the shipping cost it too high and it's not worth it to return, you can refund the buyer instead of requiring the return.)

The feedback can be removed since it was extortion.  Whoever you spoke with was wrong. The buyer is trying to strong arm you into refunding without returning the item. That's against the rules.

"What are the main feedback extortion rules for buyers?

Buyers can't use the threat of negative (or promise of positive) feedback to get a seller to provide goods or services that weren't included in the original item's description or purchase price. Similarly, they can't use feedback to force a seller to accept a return, or give a refund, if they're not required to by the terms of their listing, or the eBay Money Back Guarantee."

Re: Refund

Just  simply tell  your buyer to "Return for Refund" - nothing more nothing less.   Just keep  stating taht each time  they ask. You  have a 30 day return policy where the buyer pays the  return shipping.  That  will hold true if the return is for  other than a Not As Described return reason.

I think you stated the buyer  has left you a neg FB.  Contact eBay customer  support about this  and direct  them to the eBay message that they are exhibiting  FB extortion.  They  should  delete the neg while you are on the  phone.  If the first rep is reluctant to do anything ask to  speak to a supervisor (but stay  calm) as FB extortion is against eBay  policy - read link below.    But make  certain you do not delete this message.
