Received broken items

What is the proper procedure when you receive broken items?  I contacted the seller right away, and I was told it is my responsibility to go to the post office and file a claim.  Is that correct?  In the past, whenever I received damaged items, I was simply reimbursed by the seller.  This just doesn't seem quite right to me, and in my opinion the items were improperly packed which led to them being broken (bases were broken off at the bottom of the stems) during transit.  Thank you in advance for any advice!

You're right and the seller is wrong. The seller is responsible for getting the items into your hands in the same condition as they were shown in the listing.

 

eBay's buyer protection policy is called the "Money back guarantee." Go to the Resolution Center and file a claim for item "not as described."  Then the seller can choose whether to just refund your money, OR to pay for a return label. In this case the latter is unlikely.

You use the drop down menu to the right of the order in your Purchase History and ask to 'Return this item', citing 'Doesn't match photos and description' (or some such Not as Described reason)... the seller issues a return label and you send back the broken items for a refund. Good luck.

Your seller is either lying or will learn about his responsibilities via a return.
