Is there a way when shipping your items to areas that are not covered by the global shipping program such as Puerto Rico, Alaska, Hawaii to only allow either first class if under the 16oz weight or priority mail? I have been having issues with buyers buying items that are clearly listed as parcel select shipping only and then having major upsets over how long the package is taking to get to them.

The best strategy is to just stop offering Parcel Select. The cost savings is very small; for Zones 1 - 4 it's literally 50 cents.
For instance, your Tupperware lunch trays are showing a shipping cost of $46.34 to my ZIP Code; via Priority, the online postage cost for that same weight and Zone would be $46.99, a difference of only 65 cents.
IMHO Parcel Select ground should only be offered when necessary such as for hazmat or Oversize packages (i.e., length-plus-girth above the Priority limit of 108 inches).

Although I still am offered Parcel Select I do not ship by that method.
1st Class, and Priority would be an upgrade from Parcel Select, and you are allowed to upgrade.
For me there is little difference in the cost to ship Priority for item over 1 pound.

So make sure you have first class and priority showing in your shipping as first choice. The little bit extra cost the buyer pays for priority goes a long way on getting the item to them faster. I don't know why anyone would even have parcel select as an option. Where Media Mail can be used, I would still suggest other options, as slow as it is. Shipping to the areas you have listed would be by USPS.

why are you thinking Hawaii Alaska and Puerto Rico are international? The usps delivers to all those places you named they are all U.S states and territories. I'm really confused.

I'm not thinking that they are international obviously since I stated they were not covered by the global shipping program. I simply said I was having issues with buyers purchasing items that stated parcel shipping only and then filing claims for them because they hadn't received their items as fast as they felt they should have received them.

To the best of my knowledge, an item not received case (which is what I assume you mean) cannot be filed until the last estimated delivery date seen in the listing has passed by at least 24 hours.
