I dropped off an expensive iPhone in a blue postal drop bin. I know for a fact it went through and heard it fall inside. It’s been 11 days and it shows no scan as accepted, no tracking info. Opened a ticket and they say they have no record of it, would only appear if it gets delivered at the final scan. Has anyone ever had this happen and the package ends up coming back later? I’m assuming internal postal theft. I think they could tell it was an expensive item. Even if I had insurance on the package I couldn’t claim it cause it wasn’t scanned received

Ouch! There's nothing you'll be able to do unless it suddenly pops up on tracking - which is still possible, but not that likely. Sign up for text or e-mail tracking updates on that number.
You can speak with your local postmaster and ask if they'll check the security cameras, but unless it was a large number of packages, I don't think they'll check for just one. Make sure you file a formal complaint. If there's theft going on then they're not going to find it unless everybody files complaints.

it sat at the postal facility for two weeks. They couldn't locate it and said It was lost. By week two the tracking re appeared and they sent it. I was told to do a package intercept and they told me the same thing as I've seen in other forums "don't worry, when the postal guy goes to scan the drop off he will be alerted to send it back" that didn't happen and the item is now delivered. Mind you I did the package intercept request days prior to it arriving so it had time to update the USPS system. Now eBay told me to ask the buyer for their PayPal address to resend an invoice and recontact them if i hear nothing back. I will try and post an update as to how this ends.

If the buyer doesn't pay for it or return it, report it stolen to the carrier and Apple. Do you have the serial numbers?

How can I report it stolen ? The item was factory reset so there is no iTunes/ ICloud on it

Reporting stolen to Apple won't matter because they can't brick the phone unless it was signed in to an iCloud account. At most Apple will add a note on the IMEI number, but they're not going to brick the device.
Is the buyer's account registered in the US?

The IMEI (International Mobile Equipment Identity) is a unique 15-digit embedded code that precisely identifies the device. The carrier and Apple can blacklist it if it's reported stolen.
