I just got off the phone with my local post office here in Florida, and was told that the local Tampa District has decided that carriers in this district only have to scan six packages when they do a package pickup. If I'm sending 10 or 15 packages, they have the option of scanning only six. It is impossible for me to get to the post office to send out my packages every day, so use their pickup service (and have been since it's been available). So, now I'll be getting "dinged" by eBay for not sending items out in time. Any ideas on how to get around this insane policy?

Your packages still might get scans on time, if they are scanned at your local PO or at a sorting center before midnight.
To get scans for all your whole batch of packges, use a SCAN form instead of expecting your carrier to scan every package individually.

Do you not use Ebay shipping and print out a scan sheet. I often have 30 or 40 packages and they are all on 1 scan sheet.
As far as this only 6, call the USPS hotline and complain. I have found that some post offices make up their own rules. See if this is a country wide policy.

Change to a longer handling time if you need to.
Bulk print your shipping labels all at the same time and print a scan sheet for the mail carrier. Put the scan sheet in with your packages. Carrier then just scans the scan sheet and tracking for all of those items will appear in your eBay Seller Hub.
Don't print individual shipping labels as you pack.
Package each item without sealing it.
When ready to print shipping labels - Check mark all of the packaged items awaiting shipping. Choose shipping labels. Next screen choose print postage. New screen shows all items - you can then weigh each package and enter the appropriate weight. (You can change the shipping to first class, priority, etc). When you have all weights entered make sure you check the box next to SCAN Form at the top.
Click pay. Print window appears - again make sure you check box for SCAN form.
Attach the correct label to each package and seal. Put them into a mail tub - put the scan sheet in the tub where the mail carrier can see it. (I fold mine over the tallest bubble mailer and make sure it will not get blow out if windy).
Try the bulk shipping option when you have just a couple of packages going out to familiarize yourself with the process.
(If I forgot any part it is easy to figure out when you launch the bulk shipping app).
