A package has returned a couple of days ago, a note on says "unable to forward, return to sender". Tracking says that the buyer moved without providing a forwarding address. Do I wait for the buyer to reply to the message I left him? Do I cancel/refund using "there's somithng wrong with buyer address option" right now?

as imyourhoneybee says, contact the buyer (cause they sure are waiting for this packageand will contact you one way or the other) before they open a INR case, and keep all the info in case they do anyway

Certainly I have contacted the buyer, but it's been a while and I have not heard from him yet.

Like, why not? I have the package, I am already out of the original shipping charge, I am not planning to resend it at my expense. Buyer can start an INR, ask me to cancel and refund, or pay me for a new shipping label. I do not see how any of this hurts me.

If the item was returned because of an incorrect PayPal address, the buyer shouldn't be able to win an INR. You can refund less any shipping charges and fees by going to the PayPal transaction.

I would message the buyer advising him of the situation and request how he would like the situation handled. I would then secure his property and await his reply. If he fails to reply, I would wait the amount of time designated by your state as to when property can be deemed to be abandoned and then dispose of the property as I saw fit.
If the buyer replies I would try to go with what he wants. Refund if that is what he wants or reship at his expense. Unless you have a restocking fee in you TOS I don't think you can charge a restocking fee.

I would get contact information from eBay and call the buyer on the phone. If you are still unable to reach him, I wouldn't wait as long as dennis suggested, but I would wait until the buyer can no longer make a claim of Item Not Received in eBay.
