I just sold an item overseas and tested it before I shipped it .Now it is in Italy and the owner claims it doesn't,t work it was packed very well .Now I am stuck paying shipping. I have to send money through PayPal to the buyer to get him to return it on my own no eBay discount or global shipping program that he used.I am ready to close my account after 12 years here on eBay.

Sounds like you let it get too far before discussion here first. Did GSP unpack and repack your packed very well item? You needed to find out if it's you packing still when it arrived, or if it was damaged in transit (for which GSP is responsible and will pay without requiring a return) because it was repacked.

How much is the shipping to return the item?
Depending on how much you originally paid for the item, would it be less expensive to simply refund the buyer for item price + original shipping? I have done this if the item was damaged (buyer sent me photos) or the item was heavy and it was less expensive to refund the buyer and not pay for return shipping.

"Resealed" by GSP, not repacked, so it must be the seller's fault.

Did the buyer say if the package was damaged and / or is there a repacked sticker on it? If so, that means that PB opened it and probably took it out of the package and repacked it. If it may have been damaged because it was repacked, then they are responsible for refunding they buyer and they won’t require a return.
if that’s the case, phone ebay to let them know that damage was caused by the gsp.
