What does tracking say in your 'my ebay' 'purchases'?

Contact the seller and negotiate with them. If you are not stratified contact customer service. Make sure that you have entered the correct address you are willing to receive.

If tracking shows delivered and it does show your zip code, there is nothing you can do. That is the sellers protection against buyers stating 'I didn't get it'; it was either stolen or misdelivered by the carrier. If USPS, go to the post office and ask them 'where' they delivered (they can give more detail in person).
If tracking shows a different zip code, go to the item in your 'my purchases' and click' item not recieved refund', seller will input tracking and case will be closed in sellers favor. Then you have to 'appeal' the case. If post office is able to give you info on it being delivered elsewhere, that will be some proof you will need to do the appeal. You will get a 'case closed' message when the initial case is closed and that is where you will 'appeal' (click it, will give you more info)

Does the tracking show delivery to your zip code? If so, you'll need to speak to your mail carrier or your local post office.

You need to contact the actual carrier who marked it as delivered and find out where it actually went, and the sooner the better.
