You can't place an order with Ebay, as Ebay doesn't sell anything. Ebay is the site in which individual sellers sell stuff to individual buyers such as yourself.
You need to file a claim with Ebay for Item Not Received. The sooner the better as it as been a long time since you paid. Doing this may not help you get the item, but it sure will help you to get your money back.

On eBay, you have 30 days past the date that the item was to be delivered to file a claim. You can also file a claim on PayPal for up to 180 days after your order.
Post back in this thread if you need more details on how to file a claim.

Thank you, I am aware of this. The OP is from Bahrain. I do not know what the ETA on delivery was on the purchase record. Ebay does give international sales more time than a domestic sale. So the OP may very likely still have time to file on Ebay.

The OP should be able to get the estimated delivery date by going to the View Order Details for the items they have purchased.
And there is a very good chance the 30 day window has closed for opening an INR case through eBay - PayPal is the next step.

Maybe yes, maybe no. It is an international sale and I have no idea of what the estimated ETA was on the order, but they are always a lot longer than if it was a domestic sale. But if the OP can't file in Ebay, they can certainly file in PP if they used PP, or they can do a chargeback on there credit card. The OP has options that are still availble for them.
