I Have been thinking of adding this option to some listings, and was wondering, on some of my Free shipping listing I have increased the price to cover my expense in shipping that item, only makes sense, So why can't I offer a discount in my listing to those buyers that chose local pickup, as I won't be incurring any of the shipping expense?

Well you can. But be careful.
First, do you work out of your house or a business location? If you offer pickup then you are pretty much anchored until/unless the buyer shows up. Since I can not control the buyers time I refuse any pickups just to keep my time available for my needs.
The other drawback is that if they pick it up then you have no tracking proving that they actually got it. If they pick it up and then file an Item Not Received claim you have no proof acceptable to eBay or Paypal. Yes, you may have a signed receipt but eBay and PP want to see carrier tracking.
I once had a nefarious brother who would think nothing of sending someone to pick up his package and then showing up himself later asking for the package. "I don't know who that was - you owe me a refund"
