I ordered the item below in Sep 2020. It never arrived till today 2/26/21. Got never a tracking #. The seller does NOT react to my emails and doesn't want to give me a refund. I can't open a case on eBay because the system does not recognize neither the item number nor the order number. And there is no eBay customer service to call and talk to a real person. What can I do???

Go to the transaction on Paypal.
The PP Resolution Centre is at the top of that page under Tools.
Open an Item Not Received Dispute.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
You have 180 days from Payment to open the Dispute.
It is unlikely that a small, cheap item like a charger cord would be sent Air Mail and Surface takes months.

I believe eBay only saves completed listings for 90 days and then dumps them.
Were you wanting to return the item or something else?

Wow, that is going to be a tough one. You are way past the deadline to make a claim.
You could try calling eBay, but to be honest I do not think eBay could force a refund.
Your product is from China, correct? There could be a lack of understanding. You may try writing them and then translate you message into Chinese with an on-line translator. Maybe this would help, maybe not.

Even 3 months ago eBay system was not able to recognize neither the item number nor the order number. Since 4 months I am trying to contact the seller but I always got the same bogus auto-replay that they are working on it. Yes, I wrote them with Chinese translations, too. No success. Why does eBay have no more a good customer service anymore. Everything is automatic and online.

If you paid with Paypal you can open a case through them. If you paid with a credit card you can file a dispute through your credit card company.

Paypal has a 180 day Buyer Protection program.
EBay is not going to help you.
Paypal will.
If you paid directly with a credit card, go to the 1-800 number on the back of the card and enquire about a chargeback.

Ebay could not help me because the case was too old. Ebay was not able to recognize neither the order number nor the item number. BUT, I opened a case with Paypal and they got my money back from China.
