Hello. I sold an item to a person. The post office lost it. Its been over two months. The buyer has been very patient waiting for it. We finally decided the item is never going to get to him. I want to give him a full refund however under the sold item, I no longer see any option for refunding. What do I have to do or go to cancwl this sale and refund this buyer's money? Thanks!

Refund them directly thru PayPal, go to their original transaction to do the refund, then take a screenshot of the refund transaction info and call eBay and ask them to send you a link to upload the screenshot so you can get your final value fees returned.....it may be too late to get them but you can try.

You are long past the 30-day limit for canceling an ebay transaction, and apparently past PayPal's 60-day limit for issuing a refund of a payment.
The only way for you to issue a refund to the buyer would be to send them the money; you can get their Paypal email address in the details of the original transaction. Or they could file an "Item not received" claim with PayPal. The only chance for getting a credit for your eBay final value fee would be to call customer support and make your case.
If you shipped via Priority Mail or purchased insurance, you should check up on USPS's deadline for filing a claim.

You can refund on the original PayPal transaction up to 180 days after purchase as long as it's status is is "completed," "pending," or "cleared." Here is a link from PayPal regarding refunds

I just recently refunded a deposit from Dec 26th, 2017 on March 30, 2018

Oops, sorry, I stand corrected. The "Issue refund" link does appear in payment transaction records going back several months (I checked a transaction from mid-October). Either I misremembered the policy, or it has changed.

I remembered 60 days at one point as well so I believe it changed but I don't recall when that might have taken place.

Nice that you want to take care of your buyers. In the case of a buyer wanting a refund that you don't feel they should get, eBay has its policy but remember if payment went through Paypal, they have a 180 day refund, mostly because of the CC owners. The problem I ran into was that after around 90 days or so the USPS no longer keeps records of tracking so if the buyer says they didn't receive the item they are out on eBay but they can and have gone to Paypal and gotten a refund because you can no longer prove it was delivered. This needs to be fixed.
