Issues Buying eBay Standard Envelope

Hello.  I've been trying to generate eBay standard envelopes for a few of my recent, low-value baseball card sales. 

When I set up the labels and hit "Confirm and Pay" I get a "Label could not be generated.  You have not been charged for this label."

Has this happened to anyone?  If so, were you able to resolve and is it a simple fix? 

Please note, I did not list the standard envelope as the shipping option (I was going to ship it in a PWE without tracking per usual), so I was just testing the process out with these couple of sales.  I figured that was OK since they are similar in cost (only a 4 cent difference in price) and the buyer would get tracking and insurance anyway.

Does my issue have anything to do with not having the standard envelope option available to the buyer?

I have been using Ebay Stardard Envelope recently for trading cards.  No problems thus far with deliveries but I do see a different issue.  I was just notified that I am about to lose my Power Seller status because none of the cards have been scanned when picked up.  All were scanned the next day at the sorting center and delivered in a timely fashion.  I left a note for my carrier that these must be scanned when picked up. She responded that they don't have ability to scan these and they are first scanned at the sorting center.  Ebay seems to be dinging sellers because USPS can't scan these when picked up.  Very unfair to sellers and something that we can not remedy.
