International return from US

Hello, I am an international seller, new to the community.

I have recently sold an item to US and the buyer wants to return it as it does not seem authentic as they say. Since I am in Europe, I cannot issue the return label so I selected this option and asked the buyer to send me the estimated amount for the return postage and I will pay it upfront via PayPal and refund after he will send the item back. The buyer seems not intending to send the item back, he says ebay cs told him to not send anything back and that ebay will enforce me to refund anyway. What to do in this situation? doesnt the buyer obliged return the item within 30 days to receive the refund? what shall I do? Many thanks!

you responded to the case with the offer to pay return shipping, then return and refund?

The buyer has thirty days after delivery to open a case. But I believe once the seller agrees to a label,and refund after return, he has only five days to ship back.
