Incorrect return tracking number, how to correct it?

The tracking number given to ebay is different than the tracking number on the PDF, so ebay emails me stating I have not returned the item. I can't update the tracking number when I click "MARK AS SHIPPED". I asked the seller to correct the tracking number but he says ebay auto populates the tracking number from the PDF and he can't change it either. Is this true?

After your seller has already received the returned item, they don't need the Return Details page to actually show Delivered to refund. So your seller is a scammer.

Contact eBay on Facebook http://facebook.com/ebay by private message and give eBay the correct return tracking number to force a refund.
