USPS tracking just updated a package to "Refused" saying it was refused by the address and being returned to me. The Buyer contacted me saying it was never delivered to their residence to be refused. Their Address is correct and that is the address on the shipping label. Did USPS try to deliver it to the wrong house? How do I stop the package from coming all the way back to me? It was a 5 dollar text book so if I have to repay shipping for it again I'll lose all 5 dollars to re-shipping fees.

First thing I'd do is call the buyer's local post office to find out what happened. If they tell you it was an error I'd print a new copy of the label, stick it on after the item is returned, and drop it in with your other outgoing packages and send it back to the buyer.
If the PO says the buyer refused it, then I'd wait for the item to come back and refund buyer less shipping / fees.
Also - there is no way to stop it unless the buyer's PO still has it in their possession and they confirm it was an error. If the buyer's PO already put it with outbound packages, there's nothing you can do to stop it from coming back to you.

This is my standard advice for RTS (returned to sender) packages. Take the parts that are relevant to your situation.
You have a few options. You should decide which route you'll be taking and communicate with the buyer, but wait until the item is returned (and delivered) to you before you take any of the following actions.

Yeah they confirmed the address is correct. So there is not an "updated" address to put on the package once it gets all the way back to me. They seem to live in an apartment building as Unit C was included in their address. But it's a book so it would have fit in the mailbox for their unit. And unable to deliver is not the same as "refused at address". They at least hold unable to deliver packages at the post office for a few days. But this one sounds like they tried once and are going to ship it all the way back across the country to me.

I have done this several times. If you catch it early, you can call the delivering post office, find out if they still have the package in their possesion, and then have them hold it for the buyer. Sometimes you come across post offices that don't ever answer their phones.
