How do you ship cheaply?

I am a newer seller to eBay and would really like some advice... I see that some sellers have their items listed for say.. $0.99 and item weighs atleast a few ounces.. and they also offer free shipping. How do they do that? I print my shipping labels off through Ebay and it seems like the cheapest shipping I can ever get is $7.15 minimum! How do I change this so I can offer free shipping, list my items cheaper so I am not losing money and make a profit? Please help I appreciate it. Thanks!

A single 55 cent  postage stamp is good for up to 1 oz. and  the  envelope cannot be more that 1/4" thick plus the  envelope cannot be more than 12".

some also abuse priority... case-in-point, i just received a package (not flat-rate packaging) with a priority 2 day label for which the seller said weighed 1.0 pounds... it's almost 2...

USPS has special machines at their sorting centers which catch most underpaid postage.  If the label was paid for online, the Postage Due is automatically billed to the sender.  So, sellers aren't getting away with these underpaid packages, but no notice is given to the buyers/recipients..
