Just received my first "item not received" claim for an order shipped with eBay Standard Envelope for Trading Cards under $20. The tracking was last updated "out for delivery" on March 26th.
Looking for help with how this process will work. It looks like the buyer will be eligible for a refund on April 13. I looked at the form I can use to file an eBay Shipping Protection Plan Claim and it says I need to wait 30 days but not more than 90 days.
Assuming I can figure out when to file, is this going to make me whole?

1. Immediately upload the tracking number into the Item Not Received refund request.
2. eBay considers Out for delivery, Notice left, Available for pickup, Refused, Return to sender, etc, to be Delivered.
3. If next the buyer clicks "Ask eBay to come over here and step on this" the case will close with no refund and feedback is blocked/removed if already left. Or eBay might pay a courtesy refund, if it's the first time.

Good luck with the claim form. Last time I tried to fill one out with merchant support on the phone trying to guide me thru it, it ran us both in circles 5 times and we both had to give up.
I had to call M.S. Back and ebay ended up paying the claim themselves. This was some time a go and I am going to try it again to see if they have fixed it. The only problem is that most of the INR cases I get the only thing I get for tracking is liable created and no scans anywhere, so if you don't get a scan you can't file a claim.

Here is what the eBay announcement states:
"No Service Guarantee
Nothing in this Agreement shall be construed as a representation or guarantee by the eBay that Parcels will be delivered to the appropriate addresses within any particular time or at all. Seller shall notify the Seller’s customers that there is no service guarantee for mail tendered through the Service provided through this Agreement."

Thanks. So in theory, since I provided the tracking information including scans all the way up to "out for delivery," eBay should eventually remove the hold they placed on my payout - is that correct?

On eBay, delivery failures are the same as Delivered.
However, if the claim is reborn at PayPal or a chargeback, the buyer will be refunded because tracking cannot be tracked.

Further down on that page there is a section 'You're covered for shipping loss and damage'. Is that not for the ebay standard envelope?

I know that one poster mentioned that 'out for delivery' is looked at by ebay as having being delivered but I've never heard that before. If the recipient refuses the package or if the package is can't be delivered because of missing info on the address etc., then ebay does rule in the seller's favor.

Ok so eBay will side with the seller as long as there has been a scan on the package, what about eBay's standard envelope? Lately most if the time the tracking only shows "label created" and nothing else, ever. Does that mean when buyers realize there's no proof the item has been delivered and they file a not received claim so they get a refund AND keep the item, the seller is screwed? Not to mention the claim form requires a PayPal account number although most sellers now no longer have a PayPal account!
