I hope this question finds someone with some answers. Personally, I find it unacceptable, that I have to ask the community a question that Ebay should answer. But, I digress.
I shipped an item, but forgot to add tracking number. Buyer said never received item. Contacted Ebay. I added tracking number which proved I shipped it in a timely fashion. Ebay refunds the buyer 100%. Please tell me what i did wrong. I will admit i was tardy in adding the tracking number.

Does the tracking show delivered? Did you share tracking number when item not received case was opened? Some buyers get ahold of an unexperienced CS Rep and the Rep rubber stamps the approval for refund.

Shipping on time isn't enough, tracking has to show it was delivered.
What does tracking show?
When the buyer filed the INR, did you respond to the case and upload the tracking number?

Sounds like you might have done a procedure "out of order" initiating a refund instead of a review.
(there us a procedure you must follow to protect yourself)
Did the buyer contact you first?
Did ebay contact you asking for the tracking info?
Was it delivered (status)
We need your complete timeline to give you the proper answer.....

Does the online tracking show the parcel as delivered to the buyer's address? Did your shipping label match the buyer's ship to address?

Added tracking number where @12gu_69 ? To the order? To the non-receipt claim? To both?
How long after the claim was filed did you add tracking? Was it within 3 days?
Did the tracking show a delivery scan?

"I admit I was tardy"...you answered your own question...added tracking number after refund?...that won't work.
