So when using USPS Ground Advantage shipping service on eBay it requires not only the weight but the dimensions of the package. What if my package is not a box but a padded envelope? How can I accurately measure? I can measure the length and width, but the bulk depends upon the size of the item I stuff inside. Do I guess?

Yes, just guess. I usually put 1, 2, or 3 inches on mine. When using PirateShip they have a padded envelope option that only requires 2 measurements. It works just fine.

Guessing/estimating is OK because the only time that the measurements really matter is when the length is over 22 inches, and/or the package volume is over 1 cubic foot (i.e, 1728 cubic inches).
To gauge the thickness of a padded envelope or other bulky piece, lay it on the table, put a ruler or other flat item or stick on top of it parallel to the table surface, and measure the distance between your ruler and the table.

I find it interesting the instructions only include the picture of a box. Like they didn't consider you could use the padded envelope.
