Global Shipping Program

I have used the Global Shipping Program in the past and have never had an issue with it until today. All of my listings are setup for GSP and when I went to print my shipping label today, it only allows me to send directly to the international address not the GSP. Any idea why the program is not working on this listing?

You didn't use the GSP on that listing. You made a mistake when creating the listing & you offered free international shipping! Yikes!

The GSP was still selected when I offered free shipping. Is there a minimum requirement for international shipping?

No, there is a minimum requirement for free shipping. The buyer gets free shipping, period. The GSP wasn't selected, you set up international shipping....
