We've recently had a strange surge in orders to Guam. I thought it to be a little fishy when we had about 4-5 orders in one day. Now we're receving harrasing messages through Ebay from some of the buyers. We regularly ship 1st class mail and it doesn't seem to provide tracking anymore. We'll most likely end up refunding all the Guam orders and just turning Guam off altogether.
One buyer instantly left us negative feedback and looking at their history, they've done it before.

It sounds like someone is messing with you.
Not only would I block all of those buyers, I would put the kibosh on sending to US protectorates for the time being. Set up a block in your site preferences.

I have a surface shipment on its way to Guam, picked up by USPS on July 2, 2018. (Currently it is 24 days in the USPS system, which I gather is quite normal.) The buyer has been complaining to me, daily, about non-delivery, demanding a refund. He then complained to eBay and got a refund. I am now out of pocket, the 50 pound package is still tracking (USPS), and I have no recourse as far as I can see.

First Class package provides tracking; nothing has changed.

Yeah, sounds like the same trick the one guy played with us. He was already complaining the day after it was shipped. I think they're just taking advantage of the slow and unpredictable shipping for USPS to Guam.

Guam is part of the USA, but the tracking numbers for 1st class can change once its in their area.
Contact USPS and get the number update.
then call ebay, and show the tracking updates. Get the feed back romoved.
Also block sales outside of the lower 48 in your shipping.

How did you ship this package? If you used Priority Mail it should take no more than two weeks. If you used Parcel Post/Select, it can take two or three months. And yes, First Class does provide tracking.

I live in Guam and I'm an Ebay seller. It is actually safe to ship to Guam but the first thing that you need to consider is when sending items from Mainland to Guam. Do not ship your items via Parcel Post, Ground or Media Mail because by using all these way your item will be delivered 4 -6 weeks since it will be going from CA to Hawaii by boat and it will depart HI then go to Guam. The best way is to use Priority Mail, it will only take 7 or 10 days fro delivery.
