Listed an item and it qualified to ship based on weight and size for first class large envelope @ $1.83. Item sold and buyer paid $1.83 for shipping. When I go to print the shipping label the cheapest rate to ship is usps ground advantage @ $3.90. The large envelope price is gone; no longer available. So I lost $2.07 on shipping!! Why is a cheaper rate available while listing an item but gone when item sells?

1st Class Large envelope is not a tracked service.
It is just that, a "large envelope" (aka flat) and is shipped with stamps, or with postage paid at the PO so that is available when listing if you are going to ship it as a "large envelope" when it sells.
eBay labels are for packages using tracked services.

Postage for First Class letters and flats has never been available when purchasing shipping labels through eBay. eBay only sells labels for tracked services. eBay allows sellers to choose to offer the cheaper service, but they have to purchase postage elsewhere or just use stamps.

Sellers who choose a service without tracking, will automatically lose any INR - item not received claims placed by buyers.
They will also be ineligible for Top Ranked Seller status if their percentage of tracked shipments falls below 95%,
The temptation is to use it for very low priced item sales. Carefully evaluate whether it is worth making those very low priced item sales, since any problems with those sales will have the same impact on how Ebay evaluates your performance as a more profitable sale will have.
Many of us would not consider selling items priced like some of your listings because they are not worth the effort and risks. It is ultimately your choice, but sometimes people do things without considering whether that is the best course of action

FALSE ! Been using the First Class Flat / Large Envelope shipping option on Ebay for the last 2 years. Today March 15, 2024, found that option has been removed.

I had the same problem, Greed-bay changed this after March 31. I mailed a first class large envelope on that date and it processed thought Ebay. They change things that effect existing listing without notice to the seller, you have to stumble though to find out what changed. Their "non" service agreement seems to allow anything they want to change.
A better Ebay solution would have been to add a fee for tracking.

It's definitely still available—I sent an item just two days ago. However, the issue seems to be related to either the item itself or the listing category. It's incredibly frustrating that eBay's software allows us to list items with a lower postage rate for 1, 2, or 3 oz prices, but then we can't print the postage at the same rate the buyer paid.
Regarding tracking, it's not the same as Ground Advantage, but when I'm allowed to print stamped-price envelopes from eBay, I almost always get a delivery confirmation. In contrast, when I use stamps, people often claim they haven't received their items, which can negatively affect seller ratings. Like many large companies, eBay has its share of problems, and it gets annoying.
Does anyone have an answer to this mystery? Calling all eBay pros! Please help!

Ebay does this to me as well. Every once in a while I put something for ebay to calculate the cost, and I get screwed. I have to put everything as fixed cost, which means every time the post office raises rates, I have to change all my listings (I usually have about 400), so it's a pain in the neck, but it's the only way to not lose money. Just found one yesterday that I missed converting. Ebay charged the customer $0.92. It's a glass fuse that is 0.25" thick. Maximum thickness for first class is 0.25", so unless I want to send a glass item without any packaging around it, I'm going to exceed the maximum for first class. Couple years ago they charged less than $3 to send something to Canada. You can't even ship inside the US for less than $3. Such a shame that they can't figure out postage, as it would be handy, but they screw you every time.
