Fast & Free + Priority Mail

All of my items ship with USPS First Class Package as free shipping, so they get the "Fast n Free" logo on the listings. 

 

I also want to give my buyers the option of paying an additional amount to upgrade the shipping to Priority Mail. So in my shipping policy, I have the first option being First Class Package, zero costs, and the "free" box checked. The second option is Priority Mail, with a fixed price. 

 

This used to work, they were listed as Fast n Free, but Priority Mail was listed as an option. 

 

Now, all of my listings only show the free listing. The Priority Mail option does not appear under the shipping options. 

 

I called eBay tech support, and they said that is correct, the free option takes priority, so the other one does not appear. 

 

Is there a way of allowing Priority Mail as an option while keeping Fast n Free as the default?

eBay's policy is that a more expensive shipping option will be shown to potential buyers only if it offers a faster estimated delivery.  When you look at your own listings, you see the estimated delivery to a buyer in your own ZIP Code, so Priority would have no advantage.  If you plug in a ZIP Code for Honolulu, you'll see both shipping options.

For items that can ship First Class there is no advantage, no upgrade,  in shipping Priority.
