Do we need to read between the lines here? eBay sure does not explain it. eBay says "eBay guarantees the delivery dates and MAKES IT RIGHT if the buyer ever experiences a late delivery--no matter the reason". Well, eBay....who does actually MAKE IT RIGHT? I am going to bet that you don't but you charge it to sellers account NO MATTER WHAT. Why have you not made that PERFECTLY CLEAR. I am going to opt out of this lousy idea as soon as I can; because frankly, I don't trust you anymore. You would do anything to line your own pocket at the expense of the seller.

You don’t need to do anything to take advantage of your new status. With eBay Guaranteed Delivery, eBay guarantees the delivery dates and makes it right if a buyer ever experiences a late delivery—no matter the reason. Simply keep meeting same- and 1-day handling time on the listings you’ve set those times for.

eBay pays til the end of the year, at which time sellers who chose the door-to-door option will pay. It's fairly straight forward, and sellers do have to qualify to use it.
