Explain shipping payments - confusing

Alright so EB sent me an email that they were deducting 8.95 from my bank account.  But I'm in MP and they draw from the bank account funds ANYWAY!!!  I figured they were deducting because of the UPS shipping cost which was exactly 8.95.

This is what I don't understand -- doesn't EB automatically deduct from the bank account if it's connected to the MP?  My second question is the "printable label".  Why??? When I buy shipping I hit the "print" button and it prints a label.  What's the purpose of having a "printable label" - and the location is weird, way down the page near the bottom.  Is this feature for Mobile phones ONLY?  If so, they should state, can only be used if you're using your cell phone.  Because I can't open it from my desktop computer.  You know, I'm convinced more and more that whoever programs & codes EB has never ever bought anything online.

You have a choice to pay with either pending payouts or with PayPal. Paying with pending payouts will pull from your funds on eBay. If funds on eBay are not enough to cover it then they will go to your backup payment source. So if you want to charge all labels to your bank then you have to select PayPal as the form of payment and go into your PayPal settings to make your bank the default payment method on their site.

eBay gives a choice between a printable label or a digital label in the form of a QR code. If you plan to print your own labels then you should select printable label. If you plan to bring your phone to the post office and have the PO clerk scan the QR code in your e-mail and print the label for you, then you would choose QR code.
