Ebay has sent me an email when I can escalate an open case. Just had to click on the
case details link in the email. But there is only two options Send a message to the seller and Close this request. There is no option to Respond to case >> Esxcalate this case>> Submit. And by 22 November the case will be closed. I also is unable to contact Ebay nor the seller.

You only need to escalate the case if your seller is not working with you. Since you can't escalate the case yet either it has not been open very long as a seller is allowed 2 days to respond to you or the seller issued you a label and now the system is waiting for you to return the item to the seller.
Did your seller issue you a return label? If so you have no need to escalate the case if your seller issued you a return label and you have sent the return item back to your seller. Now would be time to just wait for your seller to receive it back and then your seller will refund you the appropriate amount.
I'm not sure why you can't contact the seller since you said the notification you received said you have an option to "send a message to the seller".
Maybe you could explain with a bit more detail where you are in the process. That would probably help.

Wait, when did you open the case? It is possible your case is messed up because Ebay only allows cases to be filed for 30 days after the latest ETA date on the purchase for the item. Since your purchase was in June, then your 30 days would have been up in July. And as we know it is now November. My guess would be that your case is stuck or otherwise has an issue due to the dates. The only way you can get it unstuck is to call Ebay. But know when you do that, they are likely to close it without resolution because too much time has passed. However I don't think you have much choice here.
Once Ebay closes this claim out. Then just go to PayPal and file the claim. You can still open it there.
