Ebay Standard International Delivery BUT Using Priority Envelope?

My items are all packaged to ship domestically USPS Priority. I just got an order for Canada, and I will use Ebay Standard International Delivery (USPS Priority International labels keep getting sent back "NO CUSTOMS DATA / NO ELECTRONIC DATA").

Can I keep my item in the USPS Priority envelope while shipping Ebay Standard International Delivery?

Also, anyone else ever have that USPS Priority International issue where packages come back RTS "NO CUSTOMS DATA / NO ELECTRONIC DATA"? Started happening about a month ago.

Might ask at the PO as to why.

I would advise against using varying service packing is such cases....

The post office doesnt know why. Neither does Ebay. 

The labels to Canada print out with the customs label just as they always have... but returned every time.
