I dropped off my package in their blue box inside USPS 24 hours ago, but there still isn't a scan. eBay is reminding me to ship my item, but I already dropped it off at the Post Office. How long does USPS usually take to scan packages? I called them and they said it'll scan once it's at the facility, but I'm not sure what that means. Do they usually remember to scan the package while in transit and mark it delivered?

The "I can't print a receipt" is **bleep**. They absolutely can print a receipt. That is the record of any and all transactions they do at the counter.
I would call and ask to speak to the postmaster at your post office. The staff is not doing their job if something from your mailbox AND something dropped at the counter both do not have scans. If you don't think you are getting the appropriate level of concern, get the regional manager's name and contact him/her.
Sometimes I've seen packages not get scans until they get to the regional sort center when the local office is super busy. They'll roll carts onto the trucks without scans just to get them out, but not often as the scans at the local post office tracks how many packages come through a particular office and that long term determines staffing and whether they stay open.

Your Buyer can open a INR after 3 business days with no acceptance it is considered dead tracking . it is UA policy .

Actually, the OP posted this thread in November of last year ... I suspect the package was either delivered or is long gone ...

Just because there isn't a scan does not mean the package isn't moving. If your PO has a help wanted sign out front like most, issues like this can appear.
