Drop shipper return fraud

I am reaching out to the community here because I'm getting desperate.  Beginning last October, a foreign drop-shipper on ebay began using my name and address for their return labels.  (I do not sell on ebay...I have only bought.)  I have called ebay 3 times now to get these return shipments to stop but they seem unwilling.  Has anyone heard of this happening and have any advice on how to stop it?  I have been refusing the packages but it takes a lot of my time and effort to do so, and the number of packages is even increasing.  Thank you to anyone who can help.

If possible, I would find a place to store the packages and just toss them in there as they arrive. Send a note to the seller to tell them that if they want their returns back, they'll need to pay for the shipping, or you will discard or donate the items after some period of time (30 days, for example).

You have no obligation to deal with merchandise sent to you that you didn't order. (Yes, I know that this doesn't cover accidental deliveries intended for someone else. These are being sent to you by name, and it's not your fault.)
