Tracking says my item was delivered, but I received no package. I contacted the carrier (UPS) and they confirmed the address on the label does not match my address, though they are not allowed to tell me the adrress it was delivered to for legal reasons. I saved the chat transcripts as evidence. How do I get my money back?
Ebay has made opening cases extremely inconvenient for an instance like this, and I'm sure it is not uncommon at all. I'm not going to "Start a return" when I don't even have my item to return, and there is no matching option to choose even if you do click on it. This site could not get any more user UNfriendly. It's really quite pathetic.

The way I've been getting same-day provisional refunds on these recently --
is a credit card chargeback using those --
chat transcripts or a printout from the post office --
which I upload to my credit card issuer as "supporting documentation".
The seller refunds, loses FVF, PayPal fees, and is fined a $20 settlement fee.

UPDATE: I found the option to have Ebay support call me and I have to say I'm impressed at the way it went. They called back within the 5 minute time frame and got things taken care of! They opened an item not recieved dispute for me.

Who is fined the $20 settlement fee? The seller? Just curious. Is the assumption that the seller was in on some kind of scam? I've seen a thread about that recently (delivering to wrong address in right zip code), though I haven't actually read it yet, but it was mentioned. Never had anything like that happen myself.
OP, glad it all worked out and Ebay made it right.

If the seller loses a chargeback, PayPal charges them a $20 fee.
But in this case, if the seller has proof of delivery to the OPs zip code, the seller won’t be charged a $20 chargeback fee.the seller is covered by PP seller protection.

if i need to despute something, i usually click on Contact Seller. And go from there. I DON'T click on Return in the purchases page. I then click ,I didn't receive item, or whatever the choice is. That gets it started and you can type your reasons and upload photos like your evidence you mentioned.

Yes. Unfortunately eBay did the OP no good. Hopefully payment was funded with credit card.
