Ship them in a bubble mailer if you want to vastly increase the chances they are broken.
A DVD itself is fragile and its housed in a cheap plastic hinged box that can be easily cracked.
A bubble mailer is equivalent to a piece of Kraft paper, or a plastic shopping bag, lined with a single layer of bubblewrap. How is that going to protect your items? I only use USPS's free flat rate bubble mailer if I can put the item in box first and the flat rate for the bubble mailer is cheaper than just a box.
Watch some videos on package sorting facilities. Your package will travel down high speed conveyors and be pushed off into sorting bins onto other packages and will have other packages drop on it. Package one of your DVDs up and drop a box weighing several pounds on it from several feet up if you think they will be protected.
They belong in a box. You need to put something, such as paper, between the DVD cases so they don't rub against each other during shipping and mar or scratch each other. The box should be be enough to provide at least 2-3" of empty space on all sides, top and bottom for crumbled newspaper packing. Cross out any text printed on the side of the box with a marker.
There are plenty of stores that will give you free boxes. Just ask for them while they are restocking item or ask to get some out of the outside recycling dumpster. Newspapers can be gotten form family and friends. You can also pages form catalogs, crumpled shopping bags and bubblewrap.
