Changes in USPS shipping

Buyer Purchased USPS Parcel (which I offered) but only Flat Rate Priority options showed when I went to print label. I have done this process numerous times with no issues. Did something change??  Luckily this time the priority flat rate was about the same as the parcel post.  Again, I've had no problem with this shipping process until yesterday.  Hmmm.  Any suggestions is greatly apprecieated.

When you go to print a label select "custom size" and below that select "compare all services"

I can't print labels from eBay for buyer in New York, N.Y. ... Are you not able to print labels to  other cities at this time? Thanks
