I listed an item with USPS shipping. The buyer contacted me saying the shipping seemed high. I looked into it and UPS was a lot cheaper. Problem is I don't think eBay is going to pass on the savings to the buyer or the extra cash to me. It seems like I am going to get the price of the item + UPS shipping cost and the buyer already paid USPS shipping cost. I think eBay is going to keep the savings from using a cheaper shipping method, which does not seem fair. I already told buyer that I would send him a check for the difference if eBay does not refund to him. Is there any way to get eBay to make this right?

The shipping you had in the listing is what the buyer is charged for. You should have received the amount and that shipping less selling fees. If you change the shipping after they paid, you can refund the difference.
UPS and Fedex is often less with large or heavy items. However, you always have to check because shipping distance can also come into play

Ebay does not have any magic powers to know how much YOU paid the shipping company so they will not be the one that needs to do the refund.
All ebay know is how much YOU charged the buyer.
You need to do the refund to make it fair.

Agree with your buyer. Something seems amiss on that shipping cost.
Not sure how large/heavy those items are but seems that even USPS would ship for less.
Box size? Weight?
ETA: looked at the rest of the photos.
Perhaps that big yellow part is causing the $$$ for size............................

Thank you everyone for helping me understand how it works. After looking carefully at the invoice I realized eBay did send the extra shipping to me, so I sent that on to the buyer.

Just one caveat. Refund should be made via the transaction as in send refund and choose an amount.
You mentioned sending a "check".
Not that it will, but that it could.
Check could be cashed, and then the item for some reason could be returned for a full refund. There would be no option to deduct the "check sent" amount.
