Catch the lie

There are some people who lie that they have not received the item but they got the item.how do we know when whether they are telling truth or lie?

The only way is to check tracking but...there are cases of stealing from the porch. So unless it is  delivered with signature conformation there is no way to tell.

Obviously there is no way to know for sure. Your response could be

'Sorry, tracking shows it was delivered. I can suggest asking other household members, neighbors etc.; if it doesn't show up, I would suggest contacting the police dept and post office, as your item was stolen from your porch, box (whatever you typically receive packages at). 

If you had no tracking- your response would be 'here's your money back'.
