Cannot Change Shipping Policy from "Local Pick Up Only"

My shipping policy is stuck on "Local Pick Up Only".  When I create a listing I check the calculated USPS Ground Advantage policy, but the published listing still shows up as local pick up only. I do not even have Local Pick Up Only listed as one of my shipping policies! I have been going in circles trying to make the change in Business Policies like all of the prompts direct me, but it still won't correct itself. eBay has been no help whatsoever as the chat always directs me back to Business Policies and that doesn't work. Anyone else ever have this problem? I have done EVERYTHING I can think of to fix this. Thank you!

What happens when you try to edit the business policy on this page?

What happens when you edit the listing and select a different policy?

I'm not clear where it is you're getting stuck - on the listing form choosing a policy, or on the biz policy itself when you try to edit?

If the listing has any open offers you won't be able to make revisions to shipping. If the listing is an auction with bids you won't be able to make revisions to shipping.

I think I have it figured out with help of eBay agent.  I wasn't able to update my shipping policies due to technical issue. I believe it is resolved now. Thank you!
