Can't refund

I got a return from buyer today and went to refund only to get an error message "

There was a problem sending your refund to the buyer.

To try again or to see what’s wrong,go to PayPal."

I called ebay and they advised me that the supposed issue will be solved within 2 hours. Well, it's now been 6 hours. When I look up this transaction in paypal it is showing something really weird:

July 6th Payment from Buyer Name 33.34

July 6th Temparary Hold -33.34

etc, etc, over two dozen times like this. 

Calling paypal, spent an hold and gave up. Anyone is experiencing anything similar? My buyer is not a happy camper already and I am seriously tisking a negative feedback here by not refunding immediately.  I did send her a message about it.

Also, in Paypal there is no option to send a refund.

Did your buyer filed a claim with PayPal since they are holding the payment? Is there anything showing in the resolution area in your PP account?
