Buyer left me bad feedback on an item but is willing to reverse the feedback on the item if I accept the return. I feel I did accurately describe the item and buyer just wants to return and me to pay for it. Is it against eBay rules for a buyer to use the feedback in this manner?

Nope.
You accepted returns on that listing. If the buyer opens a return, you won't have a choice other than to accept it.

I have heard some of the other sellers talking about feedback extortion so it doesn’t sound good. I wouldn’t think that offering to change feedback in exchange for you to accept a return is completely on the up and up. How do you feel about doing this? And who’s to say they would change the feedback. Maybe they would get their money back and leave your negative feedback.
You say you just did everything correctly as far as your listing goes. And they wanted to return it but you don’t accept returns.
I wonder why they didn’t just file SNAD if they don’t think the item was as described when they received it ?
They could still file it. And then you would have to give them their money back And pay for the return postage for them to ship it back to you.
Usually when a buyer files that something is not as described usually the seller has to allow them to send it back and usually has to pay for the return. So if you could get them to go ahead and return it and pay for the return now you might be helping yourself out.

The Ops listing says that they accept returns for 30 days.
That means they have to accept it irregardless of whether they want to or not.

fried, That is what is confusing me about this situation. I had gone back after I posted and saw that you said he did accept returns. If so, then why doesn't the buyer just return the thing? Do you think the buyer doesn't know that he can?

The seller might have refused to allow it and the buyer might be unfamiliar with the return process.
@vazqu_zorai how did it come about that the buyer left negative feedback and said he remove it if you allow the return? Did he attempt to file a return and you refused it?

The OP didn’t give many details. Perhaps he denied a return before the buyer left feedback?
Not all buyers are aware of the MBG either and will negative feedback to get the sellers attention when there is a problem.

Here is the message
"Hello, I would like to return this horse. It was pictured with Traditional sized Breyers. The Ad said classic as in a classic horse. Not, as classic sized Breyer. I will revise feedback after return is complete. Thanks. REDACTED"
I have no problem accepting returns for any reason. But to say I misrepresented the Item to get free shipping and then use the feedback to attempt to blackmail me into agreeing with the buyers reason for the NAD is wrong. The item in question is called a "Classic Breyer".
