Buyer received open package

Buyer received open package and contents were missing. They opened a case with eBay and I had to send out another order. eBay issued the new label. Customer was asked to hold on to the mailer until I heard back from USPS.  They received their new order, didn’t keep the shipping package that USPS is asking me to send to them, now out of $45.00

Need more information...

'received open package and contents missing'...is this just buyer saying or how do you know it's a fact?

Any photos of a package opened? Any label on package by USPS stating of open package?

Was package sent in a plastic bag by USPS with a label? These are usually what the USPS does of an open package sometimes.

'opened a case'...and you just sent another out because there was 'a open eBay claim for a refund or '?

Is case closed or was there never an eBay case opened?

'didn't keep the shipping package'...took 'photos'?

Those peel and stick flaps don't always hold.  Using tape can help a lot.
