What does tracking for the item show? Items are often delivered before the EDD (estimated delivery date). Does tracking show delivery?

#1: It may have been delivered but you don't know.
#2: Without tracking, you have to issue a refund since you can't prove delivery

The buyer should have filed an item not received claim instead of a return request, but didn't want to wait until Feb 5th to file that claim.
Now they are forcing you to either provide a return shipping label where they will probably send back an empty envelope, or forcing you to straight up refund them without a return (which you'd be doing on a non-receipt claim anyway since that's the risk you take by not using tracking).

ok, I will refund the buyer but how will this effect my account going forward will this decrease my sales, what happens if I get a lot of return not as described in a short period of time

absolutely and I understand that,

'Buyer opened a return'...when do you have to respond for an answer? Is it in 3 days or after Feb. 4th?
I usually send some items without tracking as well and use stamps.
And I would respond to buyer 'not in the case'...but in the item sold...and ask how can I make this a happy result.
Buyers are sometimes allowed to open claims whenever...even after 90 days...doesn't always mean they will win...eBay allows it.

I have to respond by feb 3, (its quite clear buyer just wants his money so I refunded) .

If you continue to ship with just stamps and get cases opened on you then it can affect your account a lot

Sorry, without tracking, you won't have any choice but to refund.

Has the buyer received the item? How could he open a return request (NAD) if he doesn't have it yet? Or did he open an INR request which he shouldn't be able to do since the last estimated delivery date is still almost a week away?

If you ship with stamps then you will be refunding anytime someone opens an INR case
