You are probably not using USPS Click-N-Ship -- which is retail rates only.

However, if you print online prepaid labels via eBay, an underpayment will appear as a debit on your monthly seller's invoice and an overpayment will appear as a credit.

I imagine that if you print labels via Paypal -- e.g., for non-eBay packages -- the debits and credits will be applied to your Paypal balance or other funding source. Similarly, stamps.com and other postage vendors can make adjustments to your account with them.

It's fine and dandy for USPS to verify the weight and dimension of the packages being shipped.  However, USPS do not have calibrated scales.  I always weight my packages with 2 different digital scales before taking it to the post office.

 

There is one postal worker who almost always weight my package as being heavier than it is.  Sometimes I let it go, sometimes I bring it to his attention.  After I bring it to his attention, he weight it again on the same scale, the weight comes out correctly.  This has happened with other postal worker at the same post office on different scales.  It is very fishy to me.  Because I was at the counter, I was able to resolve the issue right away.  But with the APV, we will not have an opportunity to dispute the weight discrepency!

 

This is just another way sellers will be squeezed out of more money.  Please don't misunderstand me.  I know there are sellers who short change the USPS.  But with this method, many honest sellers will have their money taken away from them unjustly.

The APV does not apply to retail postage paid at the PO or with affixed stamps.

 

USPS counter clerks have no reason to weigh or measure packages with online prepaid labels  -- unless, perhaps, a box is unusually large or heavy and not eligible for USPS at all.  I do know that clerks may observe that the package is correctly labeled as to class of mail before scanning and dumping it into a bin.  Any postage discrepancies are handled much later at a sorting center close to the destination.

Thanks for the input. Small addition to above for the eBay labels experience. The PayPal account used for printing the initial USPS eBay label is also valid for receiving the postage adjustments. yes but where will it be on the invoice, and what will it show up as? Will it say adjustment? Is there a screenshot with example of the extra charge? Is this something that is going to be sneaked in under hundreds of charges that we won't be able to notice?

On PayPal, it will show up as "eBay Inc Shipping", just like eBay labels original charges show up. 

The purchase details in PayPal will also be shown as "USPS label cost adjustment"

 

Our intent is not to sneak these charges onto your invoice or PayPal. We also have a dashboard where you can see and Shipping Cost adjustments, if they exist. https://www.ebay.com/ship/lmng

 

If you only see an "All Shipping Labels" section, then you currently have no Shipping Cost adjustments. Any activity on Shipping Adjustments will also be notified via eBay Messages.

I was just wondering what day we get our first bill or credit? As Of now I have yet to recive anything....Because if this has already started, Tehn they are not weighing them yet..I should get some refund as soon as they do start. Thanks
