Hi, we sold a rather expensive dress to a buyer in Israel. We have never had a problem with deliveries via USPS First Class International shipping to that country. She bought the dress May 4. On May 14 and May 15 the tracking stated "attempted delivery abroad". Last week she opened an INR case. I could not get through to USPS but Friday, the tracking updated stating "attempted delivery abroad" again! I have tried to contract the buyer through the case and regular ebay messages....no response. I am wonder if she refused the package due to customs duties? I have until July 5 and then she can ask ebay to step in which of course I do not want! Any ideas??

I would speak with a customer service supervisor, to inquire, based on the facts you are presenting, will ebay regard this package as having been delivered. This requires ebay to make a simple binary decision.

if she refused the package due to customs duty in May,I doubt the post office will try another attempt to deliver 1 1/2 months later?
Ebay policy on buyer refusal -buyer would lose her buyer protection,but if she goes to Paypal,Paypal robot could side with her since she never receiev the item.

Yeah....It does not make much sense. Tried calling USPS here but could not get through to anyone....just kept me on hold for an hour!

Update: Called USPS ...after being on hold for over an hour, they could not help me. Called eBay and they said the package is awaiting pickup and they consider it delivered. Yay! The eBay rep didn't think Paypal would think differently. Hope he is right! A bright spot in a dismal day! Thanks to you who responded to my post!

@mynewfindstore The rep is wrong and shouldn’t be speaking about PayPal. PayPal will not side with you. And despite what the eBay rep said, you aren’t guaranteed to win the case.

Well I just hope she picks up her item and I don't have to deal with this anymore....way too stressed out over a lot of other things. Thanks for your comment!

I am having the exact same problem! Package sent to Isreal 7-26, keep getting attemted delivery to Isreal. I DID talk to my customer, and they want the package, they have not heard anthing. So my guess is it's sitting in customs in Isreal or Isreal is refusing package all together. Now what? I told customer it is out of my hands and to get ahold of her local post office with info???

Hi, I've had this various times, attempted delivery is considered that you have carried out your obligation, it is now the buyers responsibilty to arrange to collect the package, always best to call in advance of any case being referred to E Bay, same with Paypal, even if they open a case, upload your tracking and also screenshot your copy of the E Bay label with the same tracking and the confirmed address, you are covered by seller protection.

As mishenned above, eBay considers Attempted is Delivered (but PayPal won't).
It's best to call eBay to point out that this is considered Delivered --
then have the case closed in your favor while you're still on the phone with them.
But be brief; resist talking too much.
